Industrial Pretreatment

Timpanogos Special Service District (TSSD) operates a fully delegated Industrial Pretreatment Program to control the discharge of toxic, harmful, or untreatable wastes to the sewer system.  Several aspects of the program significantly help maintain TSSD's high quality effluent, biosolids and compost quality, and helps keep wastewater treatment process equitable.  TSSD Pretreatment Program was developed and is kept in compliance of federal and state Pretreatment Standards found in 40 CFR Part 403. 

Who is affected by the Pretreatment Program? 
TSSD applies their Pretreatment Program not only to Significant Industrial Users (SIU's), but also to commercial, and EPA defined Categorical dischargers.  While major industries can have a major impact on the wastewater treatment plant, they are also generally very visible, stable, and have knowledgeable personnel.  TSSD has several major or categorical industries discharging to the treatment plant, and also has multiple commercial facilities such as medical facilities, auto mechanic and body shops, and restaurants; which when combined, can have a significant impact on the sewer collection system and reclamation facility.

TSSD’s Industrial Pretreatment staff routinely inspects all major and minor commercial facilities that have a potential to impact the sewer collection system or treatment plant.  Most inspections are used as an educational opportunity for the business owner.  The Pretreatment Coordinator and Inspector help businesses identify hazardous components of their waste streams, and then helps them to find an appropriate means for handling the identified components.  The Pretreatment staff also works closely with businesses in eliminating spill pathways.

The Pretreatment personnel review Pretreatment Surveys provided by each member city during the business license applications, renewals, and address change processes.  Contact information is included, and Pretreatment related concerns can be quickly identified and resolved.

When working with the member cities, TSSD Pretreatment can identify new building permit applicants with the potential to adversely impact the sewer system and Treatment Plant.  Businesses that are considering constructing a new building or remodeling an existing building must meet the requirements of the Pretreatment program on paper, before the buildings are built or remodeled.  The Pretreatment staff and the member city employees review the construction drawings, and require changes when necessary.  This program helps prevent the situation in which a business builds a facility only to have the Pretreatment staff require them to modify it upon the first inspection.

TSSD oversees Pretreatment for all municipalities and areas serviced by the Wastewater Treatment Plant including: American Fork, Alpine, Highland, Cedar Hills, Suncrest, Lehi, Pleasant Grove, Eagle Mountain, Saratoga Springs, and Vineyard.
